Four Horry County Officers Resign Amid On-Duty Sexual Misconduct Investigation

Four officers with the Horry County Police Department in South Carolina have resigned after an internal affairs investigation revealed they engaged in inappropriate sexual conduct while on duty. The department confirmed the resignations on November 7, 2025, following the conclusion of the probe.

The officers involved are Corporal Troy Allen and Officers Joseph Detter, Blake Fiscella, and James R. Jones. According to documents obtained through Freedom of Information Act requests, the investigation was launched after the department received a complaint. The probe uncovered that the officers had participated in sexual relationships with the same individual, with some of the encounters taking place while they were on shift.

The internal investigation concluded that the officers violated multiple department policies, including conduct unbecoming an officer, neglect of duty, and engaging in sexual activity while on the job. Following the presentation of these findings, all four officers chose to resign from their positions. A department spokesperson stated that their resignations were submitted before termination proceedings could be finalized, as detailed in the investigation's findings.

The Horry County Police Department has submitted separation paperwork to the South Carolina Criminal Justice Academy. This state body will review the circumstances of the officers' departure and determine their eligibility to serve in law enforcement within South Carolina in the future. The reasons for the officers' separation from the department were listed as "Resigned - In Lieu of Termination" for misconduct. This incident follows the resignation of another high-ranking official, former Deputy Chief Brandon Strickland, who left the department in March 2025 after being informed of a separate internal affairs investigation into policy violations.
