Illinois Man Charged with Murder and Sexual Assault of 14-Year-Old Girl

A 41-year-old man from Vandalia, Illinois, has been charged with first-degree murder and aggravated criminal sexual assault in the death of a 14-year-old girl who was reportedly under his care. The suspect, Arnold B. Rivera, also faces a charge of concealing a homicidal death in a case that has disturbed the southern Illinois community.

The victim was identified by her family as Kylie Toberman. According to Illinois State Police, she was reported missing on the morning of Friday, November 15, 2025. Her body was discovered later that same day, leading to a swift investigation that quickly focused on Rivera. He was taken into custody shortly after the discovery.

Charging documents filed in Fayette County outline the severe allegations against Rivera. He was described as the girl's "caretaker" in official reports.
